such as 3rd generation Opterons, Phenoms, and Turion Ultras. 

この3rd generation Opterons, Phenoms, and Turion Ultras. とは，どうやらPhenom以降のCPUのことらしい．
AMD64 Architecture Programmer's Manual Volume 2: System ProgrammingのChapter 18にある，Hardware P-State controlという仕組みを持っているかどうか，らしい．
まあ，これがあるかないかで劇的に変わることはなさそうだが，K10からの機能ということは注意．cpufreq=xenのときにpowernowを使用したいなら，Phenom以降のプロセッサが必要なようだ．
